
Jerusalem Strategic Partnership Joint Declaration: On July 14, 2022, President Biden and Prime Minister Lapid, the leaders of the United States and Israel, met in Jerusalem and adopted the Joint Declaration on the US-Israel Strategic Partnership, which reads as follows: The United States and Israel reaffirm their unwavering ties and the United States’ unwavering dedication to Israel’s security.
Our nations reaffirm that the strategic cooperation between the US and Israel is built on a foundation of common interests, values, and genuine friendship.
The United States and Israel further declare that among the shared principles between the two nations is a steadfast dedication to democracy, the rule of law, and the calling of “Tikkun Olam,” or mending the world.
The leaders express gratitude to former Israeli Prime Minister Bennett, whose administration was the most diversified in the country’s history and whose direction was instrumental in fostering the development of this unique alliance.

The United States reiterates its unwavering commitment to preserve and strengthen Israel’s capacity to deter its enemies and to defend itself against any threat or combination of threats. This is consistent with the longstanding security relationship between the United States and Israel and the unwavering US commitment to Israel’s security, particularly in maintaining its qualitative military edge.
The United States reiterates that these agreements are partisan-neutral and unbreakable, that they are not simply moral agreements but also agreements on strategies that are crucial to the national security of the United States.
The Security Assistance to Israel by the U.S:
The US also reaffirms its resolve to cooperate with allies in the fight against Iran’s aggression and destabilizing operations, whether carried out directly or through terrorist groups like Hezbollah, Hamas, and Palestinian Islamic Jihad. The United States and Israel note that the unprecedented Memoranda of Understanding on security assistance signed by successive US administrations over the last few decades best reflect the unwavering and bipartisan support of the United States to Israel’s security. These agreements show in word and deed that the United States considers Israel’s security essential to US interests and an anchor of regional stability.
The United States is adamant that the parameters of the current historic $38 billion Memorandum of Understanding be implemented in full. This demonstrates the country’s unwavering commitment to Israel’s security and its belief that a future MOU should meet new threats and circumstances.
Additionally, in extreme situations like the confrontations with Hamas that lasted for eleven days in May 2021, the United States is committed to exploring additional missile defense support above the limits outlined in the MOU. Israel praises the US’s adherence to the MOU and its contribution of an extra $1 billion in supplemental funding for missile defense after the conflict in 2021 over and beyond the MOU levels.
Abraham Accords:
The nations agree that Israel’s peace and normalization agreements with Bahrain, Morocco, and the United Arab Emirates are essential additions to its strategic peace treaties with Egypt and Jordan and are crucial for the future of the Middle East and the cause of regional security, prosperity, and peace.
The nations agree that Prime Minister Lapid’s initiative and hosting of the historic Negev Summit marked a turning point in US-Israeli efforts to create a new regional order that is reshaping the Middle East.
In this context, the meeting that established the Negev Forum for regional cooperation and took place in Manama, Bahrain, on June 27 is welcomed by both the United States and Israel.
The United States welcomes these developments and is committed to continuing to play an active role, including in the context of President Biden’s upcoming visit to Saudi Arabia, in building a robust regional architecture; to deepen the ties between Israel and all of its regional partners; to advance Israel’s regional integration over time, and to expand the circle of peace to include ever more Arab and the Muslim States.

I2U2 Initiative:
The United States and Israel also welcome the opportunity to participate in a quadrilateral (hybrid) meeting, together with the leaders of India and the United Arab Emirates, in the context of the I2U2 initiative, bringing together these four countries to advance cooperation in economy and strategic infrastructure, and demonstrating the importance of this new partnership, first launched by their Foreign Ministers in October 2021.
Russia-Ukraine War:
The United States and Israel reiterate their concerns regarding the ongoing attacks against Ukraine, their commitment to Ukraine’s sovereignty and territorial integrity, and affirmed the importance of continued humanitarian assistance to the people of Ukraine.
The United States and Israel affirm that they will continue to work together to combat all efforts to boycott or delegitimize Israel, to deny its right to self-defense, or to unfairly single it out in any forum, including at the United Nations or the International Criminal Court.
While fully respecting the right to freedom of expression, they firmly reject the BDS campaign.
